    I have a client that doesn't want us to touch the contents of the ...\DTS\Binn directory.  Is there a way to get dtexec.exe to use a DTExec.exe.config file which is NOT located in the ...\DTS\Binn directory.

    As far as I know there is no legit way to instruct dtexec to look for DTExec.exe.config in a different location.
