Keep Header visible not working

Hi there
This is a very common question in this forum but somehow i can't get the header visible in the report on my report in the browser. It works perfectly in the BIDS but does not work in the browser. I am using IE 9.0. This is how my Static members look.
Are there any rules that it can not work in specific condition. All the answers that i've seen related to this issue shows example of one group and very simple tablix. What about you have multiple rows of label? Also how come it works in the BIDS and not in the browser.

Hi Vivek,
We cannot reproduce the issue. Base on my research and test, it seems there are no any rules that can let this property only work for specific condition. It’s very strange that is works fine on BIDS, but no work after you deploy it to Report Server. From your screen, it seems that you use a table control, the suggestion for you is change it to matrix control, and checked “Repeat header columns on each page” option in the “Tablix Properties” window. And then redeploy it to Report Server.
If the issue persists, this issue may be caused by the complex structure of your report, please elaborate the structure of the table, if possible could you please post both the report and the dataset with sample data to us by the following E-mail address? Then, I can try to reproduce the issue again and for further analysis.

Thanks Charlie.
I always use Table control for table. My requirement is more about table then matrix that's why I used Table control. Is that the reason the "keep header visible option" doesn't work all the time? But then I'm not sure why it works in BIDS for this report and not in the browser. Don't think IE 9.0 should be the issue.
Here is the screenshot of the BIDs preview.
This image shows the label with the first record.
Now when i've scrolled down this is how it looks. The header labels and images are visible for all the records. But only in BIDS!!
Sorry I can't do the report with test data right now but I will try to do it and send it to you.
