    I have operating system Windows7 version 6.1 64Bit Service Pack 1, do I need to install windows8 in order to install the Microsoft SQL Server 2008 Express?

    Microsoft SQL Server 2008 Express Edition SP1 can be installed on Windows 7 as well no need to upgrade to Windows 8.

    Answer:  You can install Microsoft SQL Server 2008 Express Edition SP3 on Windows 7 machine.

    So no need to upgrade to Windows 8 for SQl Server 2008 Express edition
