    I found a thread which suggested adding NT AUTHORITY\Local Service to the SQLServerFDHostUser.... group but I cannot add this account in computer management.

    SQL Server Express 2012/Windows Server 2008R2

    Add the account "Local Service" to the group. Once added, you will find the name as NT Authority\Local Service
