Redistribute SQL Server 2012 Express

Hi!
Where can I find information regarding redistribution rights for SQL 2012 Express? Are there differences between 2008 and 2012 in terms of redistribution?
What is the best way to redistribute SQL 2012 Express when I require the end-user installation to use a specific configuration? Config-file based installation?

Thank you Uri. However, I find no information on redistribution right concerning SQL 2012 Express in you links (only 2008).
Also, thank you for the link regarding installation but that is for manual installation without any predetermined settings. What I need is to redistribute SQL Express with a set of preconfiguration settings, e.g. filestream and collation. I know it can be done with 2008 by command prompt or configuration file installation. Surely this is possible with 2012 as well but is it considered best practice?
