Help with URL monitoring - duplicate notification email and notification even when website is up

I'm setting up SCE07 to monitor URL by using Authoring > Monitor > Add monitoring wizard > Web application > URL
There are 2 issues which I'm encountering -
1) Two very identical active alerts are generated when I put the monitored website down
First one = Alert: Web Application Request - Monitor Chris's website pack 5
Second one = Alert: Web Application - Monitor Chris's website pack 5
Now, notification has been set up to email myself when the website goes down. As two alerts are generated each time, I also end up getting 2 emails.
Would any expert out there kindly let me know how to get-around this?
2) As mentioned above, I get email notifications when I put the monitored website down. Strangely each time when I put the same website up (publish), I get email notifications as well! It seems like the the "Active alert" would disappear from SCE and then emails would be sent.
Any clue on how to overcome this?

Just to provide more information with point 2)
It seems like the email notification is sent whenever the active alert is closed. For example, if I were to manually right click on the alert and click "close alert", email notification would be sent.
Any kind soul out there to assist ?

Hello Chris,
If you configured a Web Application Monitor properly, the two alerts(One for the Web request and the other one for the Web application) should be creadte if the Web Application down. This is a normal behaviour. You can also generate an actionable Alert instead. For more details, read the article below:

Please check your notification subscriptions to make sure it only send one of the alert and not send the close of any alert. To do it, the following article could help you:
