RPC vs SNMP in MSCE

Hi,
I'm working in high security environment , where the port's dynamic allocation is almost prohibited.
In this case , wich option you think is better ?. Is possible to configure server and clients to use rpc fixed ports ? is better just to configure a port's range ?
Do you think is better to use snmp with a private community ?
In this case , all the MSCE features will work with no problems ?
Are there any microsoft document that justifies the use or define the proper use of RPC in a high security environment?
