SCE 2010 Licensing (understand it) vs System Center 2012 (don't understand it)

Given that there will not (apparently) be a next version SCE after 2010, I started looking into System Center 2012. Licensing sheet (PDF) totally confuses me because it seems System Center 2012 cost for small-medium businesses is exhorbitant.
Can someone point me to the correct System Center 2012 forum to ask licensing questions? All I see is the individual SC components forums (config mgr, ops mgr) that appear to be pre-2012.
Here's confusion: the SC2012 server licensing for the virtualized servers (e.g. Hyper-V host with x number processors and x number VMs) shows $3,607 for datacenter and $1,323 for standard. So if we have one Hyper-V host with 2 processors and 2 VMs, that is $1,323 for that server? But we also have physical servers not virtualized. Are we looking at $1,323 SRP to manage one physical server? That's $13,230 for 13 servers. That can't be right.
