VMM2012 - User with 'Author' action cannot create VM template

As shown below the user profile is assigned the 'Author' action but after running the Create VM Template wizard and clicking 'Create' an error is displayed. Since templates are stored in the DB and there's no path in the error dialog I'm lost on where to start looking. Any help?

Tuesday, November 20, 2012 12:15 PMIt is a Self-Service user. I'd previously gone down the path of creating delegated admin users but found they have too much authority (can perform actions on VMs residing on a host whether the VM belongs to the cloud they admin or not - not a good feature).
