Service deployment fails "the server anem or address could not be resolved"

I am trying to deploy a Service (with SCVMM 2012 SP1) and the VM is located in a Virtual Network - not directly reachable from the SCVMM Server.
During the deployment the only useful error I receive is:
Error (22663)
The BITS client job failed to succeed for C:\ProgramData\VirtualMachineManagerData\TempResources\63b755e598174a73a8bef63524e695ba\ControllerInstall.cmd resource with following error: The server name or address could not be resolved
Error context: The error occurred while the remote file was being processed.
Error Code: -2147012889Like I said, the target VM is not on the same network - it is in a virtual network.
So, is SCVMM attempting to copy the application package direct into the VM using the BITS Server of the target VM? And not to the host and then into the VM (somehow)???
How are Service tiers in DMZ hosts handled?

SCVMM is incorrectly attempting to use the agent within the VM to contact the Library Server and pull the scripts using BITS.
What SCVMM should be doing is using its ISO method when the VM is not on the same network as the Library Server. (or it can also be a DNS issue due to timing). What I have been told is this:
"A workaround to unblock you (albeit a slower one), is to use constrained network deployment, which is to unset the VMNetwork on the library server that your VM is being deployed to. That will get guest payload transferred via ISO to the guest, instead of over the network, bypassing the problem completely."Brian Ehlert
