    Hi

    I have an class c Public IP and my private network class b. I would lke to have  acccess from inside and outside the LAN.

    Help  please

    You would configure your router to allow access.  Your best option is to contact your router vendor for instructions on configuring it to allow port forwarding or a DMZ.
