Registry key import question

On one workstation I made a change on the permission of a reg key. I then exported the key and saved it on the server. I went to another machine and imported that reg key and it says not all data was successfully written to the registry. Some keys are open by the system or other processes.
So I then rebooted my machine and I still got the same error. I need to apply this key export to all workstations and can perform this through a Group Policy, but what can I do to get it to accept the permission change after the key gets imported and to make it work?

Regarding this error, please refer to the following thread:
Registry Editor Import issue
As the operations are about Registry, if you want to perform them, please ensure the key you want to import is safe and perform a full backup before doing this.
