    Hello benedictca.

    As far as I know, that DLL file belongs to the Microsoft Jet 4.0 Database Engine and it is used by applications developed with earlier versions of Visual Studio. Moreover, if you're using a 64 bit version of Windows you cannot install the Microsoft Jet Engine, since there is not a 64 bit version of that module.
