    Two questions really:

    1) does Windows Installer 4.5 or later come with windows 7 Home Premium?

    2) do I need to start Windows Installer to install SQL Server 2008 R2 Express with Tools (SQLEXPRWT_x64_ENU)

    Yes windows installer 4.5 needed.

    Before installed please refer Hardware and Software Requirements for Installing SQL Server 2008 R2
