I have a HP mini net book. Upon s start up I receive a error message that reads; "the procedure entry point FastMimeGetFileExtension" could not be located in the dynamic link library iertutil.dll.
How do I fix this?

I would give a try to in-place upgrade. Instal IE 9 after you finish upgrade.

I would like to check when did this issue occur. If it happened recently, you can perform a system restore.
In addition, you can use System File Checker tool to scan the system file.Also, here is thread for your reference:
