DirectX 11 is preinstalled on Windows 7 and I am afraid it cannot be removed separately.
DirectX issue can be caused by outdated drivers. I suggest updating Video card driver to the latest version first.
If the issue persists, try DirectX End-User Runtime Web Installer which provides updates to 9.0c and previous versions of DirectX. Here is the link:
