You need to do some research.
A quick search of the internet indicates Windows to Go is a feature in Windows 8 Enterprise.
If that is the case, then you cannot have that feature in Windows 7.

Windows To Go is a fully manageable corporate Windows 8 desktop on a bootable external USB stick. It cannot be substituted with Windows 7.Carey Frisch

Hello fsze88ATmeDOTcom.
Windows To Go is an exclusive feature of the Enterprise Edition of Windows 8 and it cannot be used to install Windows 7 from an USB pen drive.
However, there are several useful guide that you can read to know how you can install Windows 7 by using an USB device: here are some linkshttp://windows.microsoft.com/en-us/windows7/installing-windows-7-on-a-netbook

Hi,
Windows To Go is an enterprise feature of Windows 8, and Windows 7 doesn’t have this feature. Thank you for your understanding.More reference about Windows To Go: Windows To Go: Feature Overview and Windows To Go: Frequently asked questions
