Unable to edit personal computer

Tuesday, January 08, 2013 5:10 AMOk, so I have a HUGE Problem. I was restoring my personal computer, Windows 7, and I restored it, and I made a mistake. I can no longer edit firewall settings, power options, open the action center, undo my restore, backup my computer, among edit personal settings, such as background settings, themes, and i am thinking of fixing registry errors, cause everytime i get an MMC error, as it says it is not part of it. i can right click a picture and set it as BG img, but thats about it. any suggestions? It later crossed my mind, after it was too late, that I should've used uninstall a program. Reinstalling wont help. i believe its time to upgrade to win8, and how do i delete partitions.... wait, dont tell me - Easy BCD? I like windows 7, and i'd not like something new to come about just because of a mishap in my restoration programming.... Delete etl files? I have ideas, i just dont want to corrupt my system to the point of no return...
Can't even update it.... Please help.

Hi,
First, you can try to perform a system restore to check whether this issue can be solved.
Meanwhile, try to use System File Checker tool to scan the system files or create a new user account for test.
In addition, you can also perform an In-Place Upgrade to repair the system.

The Event tracking logs I presume hold the key to the previous restore processes, adn If i deleted them, would it not fix the problem? The problem is not a virus, or program malfuction, but a maintenace console issue. Regedit might solve the problem: I have programs on my pc to fix the registry, but until then, I am not going to re-install windows, as that window will not open. Resotre Operations CANNOT BE DONE, NEITHER REINSTAL. i WAS THINKING OF INSTALLING WINDOWS, AND DELETING PARTITIONS. i'M GOING TO MOVE THE etl FILES to a usb drive and then put them back if it doesnt solve the porblem. wish me luck... your comment didnt help my situation any.
edit1: shoot... i just remembered.... theyre just logs.... >:(

Hmm. My recollection is a little dim, but that sounds like Windows may not be activated. Is it? (System control panel, near the bottom of the window.)

bobkn, I can assure you I have a valid Windows OS. I got it from HP, preinstalled, and activated it, and reactivated it, once, then resotred factory defaults again. same OS, same serial number, just did factory restore. I DID MULTIPLE RESTORES BACK TO BACK, AND DIDNT USE UNINSTALL A PROGRAM IN CONTROL PANEL! LIKE I SAID, I'm a dumbass, on the 'Reason' box when you first submit a question. oh and another thing. SFC.exe is not a MMC component! grrr
I believe someone may have found out my IP and targeted my pc, with a virus that lied in wait. Timebombs... I hate them. It should not have done this... should it have?

Sorry to say so but you fell into the well-known "registry cleaner" trap. Registry cleaners are all snake oil. I would not touch them with a barge pole. They are excellent at scaring the living daylight out of people by reporting countless "errors" that are of no consequence at all. It's like reporting that someone's face has two hundred freckles. Imperfections, yes, but irrelevant.
If System Restore does not work in Safe Mode then you can do this:
- Use your Windows Repair CD to boot the machine into Repair Mode.
- Invoke System Restore.
Upgrading a flawed system to Windows 8 is unlikely to work. The upgrade is a complex enough process as it is and it is certainly not a fix-all for pre-existing problems. A clean install would be the best solution.

Two issues, although you answered my question;
1: Registry cleaner found a virus in my Registry. Used Spybot S&D to get it out.
2: Repair wont work. "This program is not a MMC (Microsoft Maintenance Console) Program, or is not associated with MMC, or you do have sufficent rights to access the program" Ive tried rootkit removals and everything. I used to get a number/letter string error, but now I cant get nothing. I didnt have antivirus at that time.
You confirmed that my Idea of a clean install, and deletion of a flawed system would be the best option, but that brings up another issue. MY linux OS isnt able to access the internet. MY modem automatically turns itself off, and wont turn on when i try to turn it on, all because I turned it off while my Windows OS was shutting down. I wasnt thinking. Yeah, thats why my username is what it is. any suggestions? I'm afraid my new OS wont have Internet connections to connect since my modem isnt working properly.

I have never heard of a modem turning itself off while Windows is shutting down. If yours does it then it's time to replace it. They cost very little money.
Did you try and perform a Reset on the modem? Does the modem manual say anything about this automatic shut-down?

GETING TECHNICAL.....
Anyone want to tell me what this means? its what i get when I open restore.exe.

System File Checker is not a MMC Program, is not affiliated with MMC, or you do not have sufficient rights to Access this program. I've ran sfc (system file checker) and system restore both as admin, but it returns the same result.
Need some IT people to help me, if you would. What is the quickest way to fix this? I can't read etl files. -

What are etl files?
Here are two alternatives to perform a System Restore:
- Keep tapping F8 at boot time, then select the Repair menu item. Now invoke the system restore process.
- Use your Windows Repair CD to boot the machine into Repair Mode, then invoke System Restore.
If you do not have a Windows Repair CD then you're in the same situation as someone trying to change tyres without a car jack. In other words, a Windows Repair CD is absolutely essential if you choose to do your own PC maintenance. It takes only three minutes to burn one via the Control Panel / Backup and Restore. You have these options:
- Burn one on another machine.
- Borrow one from a friend.

ok, two things.
first what are TLA's? Second, I've got a system repair disc. the problem is this: System restore no longer exists. I didn't delete it, or anything dumb like that.
oh a third thing. my router, I manually shut down while my system was shutting down. I have a router shut-off button on my outdated pc. its an HP Notebook. got it in late 2010. if you read the thing, it didnt shut off while booting up, i manually shut it off.... come to think of it, i might of done it while it was booting up. andway, how do i reset it?
