Windows 7 won't boot, can't repair

Hello, I'm using Windows 7 x64
When I start my computer, I get the screen that usually appears when you incorrectly shutdown windows, but instead of having any safe mode options, I only have "startup repair" and "start windows normally". When I choose startup repair, I get a black screen that says "Windows is loading files" with a loading bar, but when the bar finishes loading, it just freezes there until I force it to shut down. When I choose start Windows normally, I get a black screen that says "starting Windows", which also freezes there until I force it to shut down. I also tried using the Windows 7 install disc, when I boot from the disc it says "Windows is loading files", loads those for about 3 minutes, then brings me to the "starting Windows" screen and again, simply freezes there until I force it to shut down.
So, I can't start Windows, repair Windows, or reinstall Windows.
What do I do?

If the issue would not persist in Safe Mode. Please perform a clean startup to determine whether background programs are interfering with your game or program.
