It looks like you are running ImageX.exe from regular Windows, not WinPE.
If that is the case, try to open Deployment Tools Command Prompt under Microsoft Windows AIK with "run as administrator".

I input PE cd into cd-rom and boot from pe cd.
run administrator X:\windows\system32\cmd.exe
X:\windows\system32\wpeinit
X:\windows\system32\D:\imagex.exe /capture C: C:\myimage.wim "my Win7 Install" /compress fast /verifyD:\

It may be possible that your architectures are not matching, for example, you are running 32-bit WinPE, but ImageX.exe is 64-bit, or vice versa.
Make sure your ImageX is matching your Win PE.
AIK has all versions.

Hi,
Based on my research, please check whether you have created the correct ImageX Configuration File due to ImageX configuration file is the prerequisites for capturing images.
For more information, please refer to Capture Images of Hard Disk Partitions by Using ImageX and Create an ImageX Configuration File.
Hope this helps.
