Aside from the administrator account, you need to create a standard user account as part of the process. You can always create a new user by configuring the x86_Microsoft-Windows-Shell-Setup_Neutral > UserAccounts > LocalAccounts >
LocalAccount with no password. The user can be configured to be a restricted user but must be created.
