    This is more or less a fix I found in the Vista forums that applies to anyone using the Windows Easy Transfer to intall Windows 7. I was unable to run the Fax and Scan account setup until I found the suggestion below which worked perfectly for me. Hope it helps someone out there having the same issue.
    Making a backup:

    1) From a command prompt type in "regedit" to start the registry editor.
    2) Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax\Accounts
    3) Right click on Accounts & select Export.
    4) Save the .reg file somewhere safe. This will be your backup in case what
    we do next causes any problems.

    Proposed fix:
    1) Turn off WFS
    2) Under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax\Accounts, delete all the
    sub keys. Mine looked like "S-1-5-21-#########..."
    3) Run WFS elevated the first time--this should allow it to recreate
    appropriate accounts.

    If you get some negative affect from the proposed work around above, you can
    simply import the reg file you made as part of the backup to restore
    yourself to the original state.
