I bought a tower with windows 7 on it. I got no system discs or password disc. How do I get around the password previous owner is deceased

If you're talking about the BIOS password at startup, there are methods to reset those usually by removing or reseating jumpers on the motherboard, the process varies by manufacturer.
If you're referring to the actual Windows logon password, there are numerous methods but Microsoft prohibits the discussion of circumventing security on their forums. A basic web search will reveal the multitude of methods of solving your issue and you need to use the Internet and a search engine to describe your problem.
Since you have physical possession of the machine, what you're describing is "hardware reclamation" and is a sanctioned process by every other hardware vendor such as kludgy DLink NAT routers, even enterprise class Cisco and CheckPoint edge devices have a physical hardware reclamation process but MS doesn't sanction one.
The fact is, the majority of people who've read your thread know how to solve this kind of problem, but are prohibited from telling you here, and some are naively sanctimonious and will label you a miscreant regardless of your necessity.
I'm sorry to hear about the loss of your loved one / friend the previous owner.
