    I am having a problem at startup with Windows7 pro OS as "Windows could not connect to the Group Policy Client Service" appears every time recently.
    Third Party software I use suggests a dll is missing from the system32 folder - libmfxsw32.dll

    If the OS needs this dll, is there any way I can find it on its own from an HP Recovery Partition,
    or do I need to backup all my files currently on the c: drive to another drive and then run a full recovery?

    Hi,

    "libmfxsw32.dll" is not a Microsoft Windows component (it is not present by default, it appears to be an Intel Media SDK component)

    If this file is "missing" (some 3rd party software requires/expects it), and, you also have the GP Client Service error, I'd be suspicious of some system corruption, or virus/malware infection. I'm guessing these issues you are seeing, are symptoms of some previous crash/infection, or a pending hard drive failure.

    I would immediately backup everything important to you, then run some system health checks, including online virus scanning by reputable vendors.
    Check for Windows system health (use Windows Search, for the keywords "reliability history")
    To detect/repair system files, you may also use SFC /scannow
