Receiving an error when trying to generate a catalogue in Windows SIM

I am trying to make an answer file for a Windows 7 image in Windows SIM. When i select the image i am notified that there is a catalogue missing. I answer yes to automatically generate the catalogue but it fails to generate it due to a missing privilege (log print beneath). The permissions is set to both read and write in the current folder for the user. Does anybody know what i have done wrong or forgot to do?
