Did you run the SFC /SCANNOW command. This will check and repair if necessary any critical Windows system files.
Click on Start/All programs/Accessories then
Right click on Command Prompt option and select 'Run as administrator'.
(or "Safe Mode" open a Command prompt)
At the command prompt enter: SFC /SCANNOWWindows 7 - SFC SCANNOW Command - System File Checker

I did the SFC/SCANNOW, like I said this is the answer I got after the scan

Hi,
You may have a virus or malware causing corruption.
Try to update your anti-virus definitions and run a full system scan.
You might also try performing a Clean Boot before attempting to run SFC, to see if a startup program may be conflicting with it.
If the issue persists, copy the file "C:\Windows\Logs\CBS\CBS.log" to your document folder (otherwise you can't open it) and open it with notepad. Now search for errors. Which errors do you see?
Furthermore, you can try to perform an in-place upgrade to fix the system file:

I am having this exact problem, and have run malware, done a clean start up, and a sfc /scannow. I have the same result, and copied the cbs files to notepad, but I would not be able to see an error in there. Even if I did would have no idea what to do with it.
I have tried to run the windows 7 cd and upgrade but this tells me that I have a more up to date copy, so it will not upgrade, and repair the corrupted files.
Almost everything works, execpt .net framework, and chrome, both will no longer install from the MS downloads, and it keeps trying to update .net framework 4, but fails.
Any ideas?

Sunday, April 07, 2013 8:43 PMI've had a similar problem. My windows explorer freezes when trying to move music files to other folders. It shows 0% and i have to close it with task manager, and also show windows search filter host at 30% on the CPU. Not sure if thats normal. Im on a windows 8 i7 acer lap top.
