Windows 7 welcome after install...

What I am trying to do is install windows 7 and all the needed programs my client wants. Once that I complete what I want to happen is when the client boots up the pc for the first time he is prompted to create a user account so on so forth like he was completeing the install.
Windows XP was able to do this but for the life of me I cant remember what it was called.
