Can I put a DHCP Server on Windows 7?

I have a test environment and looking to see if I can setup a DHCP server running on Windows 7? In DHCP on a server, I have to configure options 66 and 67 for an application, I'm looking to simulate this, but on Windows 7. Can anyone assist?
