TCP IP change without having Admin Priviledge win7

Friday, June 15, 2012 12:26 PMI am System Administrator, I need to Keep All users as a Standard user access in all windows 7 pc but I want to give priviledge to user change tcp / ip so how it can possible.

Not directly. If user have this priviledge just after he/she logs in, then you can create scheduled task with elevated rights and SYSTEM that runs ncpa.cpl.

I suggest you add these users to Network Configuration Operators group so that they can change the TCP/IP without admin priviledge.
