Busy circle is constant

I have run a full scan, and looking at the task manager, the cpu is running idle 97-98% with only application.exe popping up 1-3%. The issue is not there when in safe mode. At this moment all startup items are disabled with the exception of application.exe which cannot be disabled (don't understand why this item is not hidden with Microsoft Services). There are no restore points as an option. There are no installs prior to this issue.

The application exe is no longer there when "Hiding all Microsoft Services." Now I have Symantic which will not disable, just as the application.exe was doing (I don't have any symantic progs installed, so this is most likely something Toshiba has installed--a Qosmio machine.) I have corrected the blue circle issue with my repair disk, which was my last ditch effort as I did not want to correct it in that fashion--I lost 3 weeks of emails I needed, and who knows what else in that 3 week period. But, my issue is resolved, and no doubt the application.exe remaining after "Hide all Microsoft Services" was a part of the issue. (I included the screenshot anyway to show how application.exe WAS behaving.)
