Dynamic Links - need a solution without server intervention

I'm looking for a solution for my shortcuts. I'm trying to make them dynamic.
Restriction: I do not and have no server permissions but I can possibly able to run a script within my department on each computer.
I've been looking at things like mklink and folder redirection but they all seem to involve something done on the server.
e.g.
I have a file located in
\\SERVER01\Data\ENGINEERING SERVICES\NEW Z Drive\Current Products\Subassemblies\Under Review\SUB835 FT128 Ext Termination Board\Work Instructions\Document Control - SUB835B-SUB836B.docx
if the path was changed to (\NEW Z Drive removed):
\\SERVER01\Data\ENGINEERING SERVICES\Current Products\Subassemblies\Under Review\SUB835 FT128 Ext Termination Board\Work Instructions\Document Control - SUB835B-SUB836B.docx
the shortcut to the file Document Control - SUB835B-SUB836B.docx would have been lost.
for that matter if the Document Control - SUB835B-SUB836B.docx was moved to \Subassemblies the link would also have been broken.
Is there another way?
