I can't change account type

On a Win 7 64bit Home Premium OS, I "thought" I had admin privileges on my account as well as the Admin account. I tried to uninstall a program and it told me I needed to be logged in with administrator privileges. I when to User Accounts and tried to change to Administrator and when I choose Administrator, the Change Account Type button grays out. I logged in as Admin and had the same issue. I am the only person that has ever used this computer and when I created my account, I know I chose Administrator for the account type. I tried to create another account and make it's account type administrator and it took it, but when i went and looked at the account, it didn't create it as administrator, it made it Standard.
How can I make both my account and the Administrator account have an administrator type?

Hi,
I would like suggest boot in Safe Mode, log on with the system build-in Administrator account. By default it is not protected by password. After you log on with the account, please create an administrator account and use it.
