Windows 7 not prompting for Administrator credentials

Hi there,
I have a Win 7 machine joined to a domain (Win 2008 R2). The computer will never prompt for administration credentials when performing a privileged operation (no matter which one, so I can't blame any specific application etc). Of course, those operations will always fail.
UAC is disabled and in the Local Policies\Security Options, I found the standard settings: will prompt for credentials when application requires them and will detect applications needing admin privileges.
That said, I'm kind of lost. I have other Win7 computers in the domain that are working fine, so I can't blame any GPO either.
Thoughts?

Hello Sandor, Does this happens only on single machine with all Local Users and Domain Users account. Have tried both Local User and Domain User. Please check if domain user does not have any other privileges on local machine such as part of Administrators group or another group within Administrators group.

I've logged as another domain user, same result. I took the computer off of the domain and rejoined it again.. same result.
Setting for "User Account Control: Behavior of the elevation prompt for standard users": Prompt for credentials.
I'm a bit lost with these results :\

Did you check if the user is not part of local administrators group by typing net localgroup administrators
check if user is not part of privileged domain administrators group by typing gpresult /r /scope user
check group policy for "User Account Control: Behavior of the elevation prompt for administrators in Admin Approval Mode"
For troubleshooing purposes, I would remove all objects from "Local Administrators" group. NOTE: only keep "Domain Admins" and "BuiltIN\Administrator"
