Default User.v2 and GPO "Load a specific theme"

I created a custom ‘Default User.v2’ profile for new users that login to a computer for the first time. Modify all of the settings that I wanted for a user to have when they login for the first time. One of the settings was the Windows 7 Aero theme. When a user logs in the wallpaper or the background is black. Their is no Windows 7 Aero just a black background as the wallpaper. I decided to setup a new GPO under User configuration Administrative Templates\Control Panel\Personalization\Load a specific theme, Setting Enable, Path to theme file: %windir%\Resources\Themes\aero.theme. This GPO does not change the wallpaper to my Aero theme. Is there a reason why wont it change it to aero theme?

I copied aero.theme, renamed it, modified it. Made sure my custom wallpapers were in the location i specified in my .theme file
(I placed the wallpapers in C:\Windows\Web\Wallpaper\<mythemedir>)
Then set the "load a specific theme" GPO and it works.
I did nothing to the default user profile, but i only wanted to change stuff thats defined in the .theme file.

Hi,
It seems that the registry key [HKEY_CURRENT_USER\Control Panel\Desktop\WallPaper] is missing and caused this problem. To work around this issue, please create a String Value [HKEY_CURRENT_USER\Control Panel\Desktop\WallPaper] and try to set wallpaper.
