I just came to this company and one of my first tasks is to find out why Dfs Replication is not happening between the remote site and headquarters. I checked and see the following : The Dfs partnership is created between 2 servers located at the headquarters. The employees at the remote site have a server they authenticate with and save their files to. Seems to me that the partnership should be between a server at the headquarters and the server at the remote site, should it not?
Of the two servers at the headquarters that serve as Dfs partners, one is a file server and the other is the Company web server.

So there are 3 referral targets in the DFS replication group, 2 in headquarter and 1 in remote site?
The replication totally not work, or just cannot be replicated to the remote side?
Run diagnostic report as mentioned in this thread to check if there is any error. Also test the hotfix and the steps for common issues:
