Database Application Remote Access through Windows Server 2003 RAS/VPN Service

Please I have different variant to this question.
I have a Domain Controller on a network of less than 12users, the same server is currently hosting a database application for managing the company's operation, this application is actually a web application but is currently in use locally within the local head office network .
I intend to make this application accessible from outside the network such that a few 2 or 3 staff can access the application from a remote location using their laptop, this is not a branch office network approach as I only want the users to be able to access the database application from their laptops while on the road .
Please what is the best route to achieving this ??

We have two ways could allow the users to access our site form external.
- Publishing your site to internet by using NAT or ISA/TMG product at our edge.
- Establishing VPN tunnel form external with inputting credentials.
I’d prefer the second approach, with adding a RADIUS/NPS server we can define policy with specifying conditions(who which computer are allowed ) and authentication method:
