    Hi,

If you have multiple DCs in that domain and site you can:

    1. move DNS and DHCP to it,
    2. demote the DC and wipe the disks.
    3. Install OS on the new hardware with same computer name, promote the DC
    4. install DNS, DHCP...etc.

If that's the only DC, then:

    1. install OS on the new hardware with new computer name,
    2. promote it to DC,
    3. set it to GC,
    4. install DNS,
    5. install DHCP and
    6. move the DHCP scopes over to the new server
    7. demote the old DC

Obviously, you will need to take care of the client DNS IP updates (remove the old server from clients' ip configs, DHCP replay configs...etc.

If that's the only DC, then:

    1. install OS on the new hardware with new computer name,
    2. promote it to DC,

promote it as a child domain in the same forest?

If you need a child domain also you can promote that .

If you are looking at retiring an old DC and "Moving" to a new DC, the simplest thing to do is to promote this new member server as another DC and then demote the old one.  By promoting the DC just ensure that you install the DNS (Which it should do for you if you have AD integrated DNS) then you have to install the DHCP and transfer the dhcp database.  I would strongly urge you to retire the old DC (After hours) and then change the new DC's ip address to the old dc so you don't have to change any DHCP helper addresses (Routers, etc...) and the client nic dns address.
