This event just showed up on my Windows 2008R2 server. I have 3 domain controllers (2 of them are Windows 2003SP2 and 1 Windows 2008R2) and it doesn't appear the Windows 2003 servers.
Internal error: An Active Directory Domain Services error has occurred.

Are you running in a virtual environment?
If so are any vcb operation running at that time?
