Windows Server 2008 R2 domain setup issue?

I just wanted to check if the following was something more users experienced during a domain creation:
In a VMWare:
Installed Windows 2008 R2 64bit.
During setup, a user was created, userX, with a blank password.
Run DCPromo > Error: Administrator cannot have blank password > password policy
>> Changed the password.
Restarted DCPromo with userX (administrator of the box, but blank password).
Domain created correct, with UserX in the domain, with a blank password.
Luckely this is a test-domain, but if you 'forget' the fact that you had an auto-created user, with a blank password, which is member of the group Administrators, well, this seems like something that got overlooked.. or am I doing such a weird thing?

Hi,
I am WinSE owner of AD at Microsoft IDC. It looks that similar RFC has already being opened in WinSE database -
WinSE # 398755 local user can be created with NULL password even the password policy is enabled.
I will keep you posted on the updates as I will investigate this.
