问题 DCPROMO problem

Hello, thanks in advance for any help.  OK, heres the situation, I have a PDC in my main data center, i have 4 remote office spread out throughout the US all with T1 or p2p fiber connected back to my main data center. I have installed a W2k3 server at each location to act as a secondary domain controller and DHCP/DNS server for that local location.  No problems at the first 3, the 4th one which i am currently installing now has me baffled.  I joined it to the domain no problem, installed DNS/DHCP no problem.  Can see everything on domain and the server shows up in network places for the domain.  However.  When i try to run dcpromo /adv and set it up as a domain controller, I get to where you type the network credentials in, i type them in, the domain says JA.local, i hit next and it says An active directory domain controller for the domain JA.local could not be contacted.  If i take away the .local, it lets me go to the next screen and resolves it to the JA.local again, i hit next and it does the same thing.  I go to the DNS manager and try to create a new A record and new SRV but it don't even give me the option to create a new record of any type.  Looking for any info.  Funny thing is, i can join all the workstations that are here to the domain no problem

the first thing that comes to mind is: "how is your DNS setup?" what are the TCP/IP settings (IP & DNS)?

on the server that is having the problem, it has the PDC as its primary DNS with no secondary DNS, its on a different network address but it communicates with the PDC fine.  It hands out the PDC as the secondary DNS and itself as the primary in the DHCP scope, and all the workstations can resolve the PDC by ip and FQDN and netbios name.  I get no DNS or FRS errors in logs, which is what baffles me.  I am not getting any errors, other than the ones when i try to make it a BDC, any idea on what i should look for?

kindly explain how the remote site connecting to hub site is there any network level firewall is in place. Please run port query in the problematic site and in the site were you have sucessfully promoted the adc and compare the results.
