Yes you can.
Just setup new 2008 server and join it to your current domain environment as a domain member.

Yes it will be no problem to add an additional domain controller to your existing domain. Here is a article that describes the steps:
- Prepare the Second Domain Controller
- Join the Fabrikam Domain
- Install the DNS Service on the Second Domain Controller
- Promote the Second Domain Controller
- Verification Step
Build and Deploy the Second Domain Controller
You can use Dcpromo to promote your second server to being a domain controller. It will launch a graphical interface that guides you through the process. Good luck!

you will have to prepare your domain.
Run following commandline to prepare your domain.
Command Domain Controller adprep.exe /forestprep Schema Master adprep.exe /domainprep Infrastructure Master adprep.exe /domainprep /gpprep Infrastructure Master adprep.exe /rodcprep * Domain Naming Master Regards,

Tuesday, March 06, 2012 8:49 AMIs there any reason in particular you want to setup the second DC as an Read Only Domain Controller? I have worked with them in the past and from my experience I would recommend against using them unless you have a solid reason as to why you are using them. There are scenarios where the client OS (XP/Vista/7) requests a writable DC even when a RODC would be sufficient which would negate much of the advantage of having a second DC.

It is not mandatory to run Adprep /rodcprep until you want to run RODC into your environment. Since, you have only one domain controller that too in windows 2003, you can't install RODC in order to have RODC, you need to have at least one RWDC running in windows 2008 or above OS.
You can deploy new DC as an additional domain controller.

HI,
You can’t add 2008 server as a domain controller as your current schema won’t support this. To add windows 2008 server you have to extend the schema first. Please identify your infrastructure dependency before you go for upgrade. Run the below command from the respective FSMO owners as below.
adprep.exe /forestprep Schema Master
adprep.exe /domainprep Infrastructure Master
adprep.exe /domainprep /gpprep Infrastructure Master
adprep.exe /rodcprep * Domain Naming Master

Hi,
In addition to upgrading schema, please also refer to the following Microsoft TechNet article for other points that should be noted:
