Prevent users from changing windows 7 time zone

Hello,
We have a separate domain where the domain controllers are windows server 2003 R2, there's no "Change the time zone" option in
Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment, thats only available since windows server 2008, any other options to disable regular users from changing the time zone?

Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment, thats only available since windows server 2008, any other options to disable regular users from changing the time zone?this security policy setting is only available/applicable from Vista forwards, but, you do not require WinSrv2008 as DC/DFL to implements this - you can implement this to your Win7 workstations quite readily.
If you have any domain member of that domain which is running Vista/2008/Win7/2008R2, you can use that member computer (install RSAT if necessary) to create the necessary GPO settings and apply to your Win7 members.
