Having a problem with a windows 8 user being able to install dotnet 3.5.  The apparent solution from other postings is to enable GPO setting under Computer Configuration/Policies/Administrtive Templates/System called "Specify settings for optional componet uninstallation and componet repair"  However I cannot find that setting in editing the default domain Group Policy.  The main AD server is 2008 and the secondary AD server is 2008 R2.   Apparently some step is needed to add these extra settings to the GPO.  What is it?
