Experts - I'm getting below error message when i try to edit one particular GPO.
I tried to use Process Explorer to find the handles using this gpo and found when ever some machines or process using registry.pol file we are getting this error. So after few tries I'm able to update the gpo without any issues..(at that time no handles are using regitry.pol file from this GPO)
I'm here to find the exact root cause of this issue.. Is there any way to find which process/token/file/ is locking this registry.pol file
or is there any MS KB articles already has the solution for this issue.

Process Explorer would already be the right tool.
Try to exclude registry.pol from your antivirus to see if this will fix the issue:
