GPPreferences power options in XP
- Hello and sorry to bring this up. It looks like it has been posted many times but I have not seen any resolutions.
2K3 domain applying power settings to XP SP2 and SP3 laptops all using IE7 and applied CSEs to all workstations, editing all GPO's from Vista SP2 workstation.
I believe I have gotten the Power Scheme options to work in GP preferences after adding to User Configuration side of GP AND modifying the:
a)%SystemRoot%\system32\powercfg.cpl file permissions and the
b)MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Controls Folder\PowerCfg
c)USERS\.DEFAULT\Control Panel\PowerCfg registry permission.
I have 2 issues.
1)The Power scheme is applied no matter who logs in. Because this is a user configuration it is linked to the user OU, now every workstation this user logs onto gets this setting. My problem is that these users also use regular PCs that we do not want this setting applied to. Is there a way to only have this appiled when the user logs onto a laptop and not a regular PC?
2)I am still unable to control the power options. This is where my original goal lies. We work with mobile carts, laptops are inside the cart and have attached keyboards, mice and a monitors. We need to keep the lid on the laptop closed for it to function in the cart. Changing the permissions on the registry keys has allows us to manually change the power settings, but when someone new logs on or a cart is moved to a different work area this step is often forgotten (change "When the lid is closed" to Do Nothing). I was excited when could finally control the power scheme, but all of my attempts at the power options have failed. When I look at the policy in the GPMC, I see the name of the option, order and action. But under the action it always says "N/A".
Is there something different I need to do? I also does not have a colored triangle as the power scheme does. Can I change the action on this somehow? The options we have selected are not available in any other configuration, so I waould assume it to have an action of 'update' but there is not this selection similar to the Scheme configuration.

Thanks again for your help with this.
It does not seem that local admin rights are needed, but configuring the settings in both the user and computer configuration and enabling loopback seems to be the answer for applying to a OU that only holds computer accounts.

- Here are my thoughts to your issues...
1) Just use an Item Level Targeting filter (tab "Common").
You have several options here: http://technet.microsoft.com/en-us/library/cc733022.aspx
e.g. use "battery present" if you want to affect laptops only.
2) Don't worry about "N/A". For this item it is regular behavior. As it does not offer an action,
it is simply displayed this way. There are other GPP items (e.g. "Folder Options") which work the same way
(not offering an action), they are also displayed as "N/A".
Did you check application event log for source "Group Policy Power Options" ? You need to see an entry here
for your item with result "Successfully". Is it there?
If not, enable GPP logging to get more details:
Computer Configuration\Policies\Administrative Templates\System\Group Policy\Logging and tracing\XXX Policy Processing
is enabled (Trace = ON, EventLogging=Informational,Warnings and Errors). Link:

If yes, let me know if you have any real policies in place that configure Power Settings, e.g.
"Prompt for password on resume from hibernate / suspend" ?
I could see side effects when using both: GPP Power options and this policy, so give it a try and disable it temporarily for testing.

Thanks for the reply and the options, but I'm afraid it still does not work. The options portion, the power scheme works great: both altering an existing scheme or creating and makeing active a new scheme.
I did set the targetting (great tip), thanks!
And I also enabled the logging: I'll try to post here, but I did not see any issues (not really sure what to look for/at but no errors or failured jumped out.
The log file was obtained after a computer reboot.
From the my review of the log it appears to have worked, but if I go in and look at the power options it still reports the original settings:
close lid: Stand by
power button: Turn off
sleep button: Hibernate
I don't have any othr policies that should effect this (to my knowledge, I am a one man shop and really use GP mostly for software installs and logon/startup scripts).
Although from some other power config posts I am using GP to change permissions on the 2 registry and 1 files system item mentioned in my forst post and I also have the "wait for the network at startup and logon" enabled to make sure the policy was obtained (maybe not applied, but it looks as though it was obtained? :) )
I am trying to the the "promt for password" to yes and to "Do nothing" on the close lid, press power button and press sleep button.

The log file looks OK. This issue may be caused by other settings.
Please refer to the following article to check the GPP settings and make sure the "when is close the lid of my portable computer" is Green.

If the policy is green and the issue still persists, on DC, open GPMC, right-click Group Policy Result, choose Group Policy Result Wizard, follow the wizard to collect a report of the Windows XP system. When it finish, right-click in the right-panel, choose Save Report, and use Windows Live SkyDrive (http://www.skydrive.live.com/) to upload the file and then give us the download address.

I just checked the policy and all of the items have a green underline. I looked at that earlier as I thought I read someplace that items in red are not configurable. The only questionable setting I can't find an answer to is under the "common" tab (where the other post suggested I try item level targeting). The "remove this item when it is no loger applied" option is grayed out. I thought I read someplace that, if this item is grayed out the setting will not apply (checked or not, just just availablity of the item???)
I tried to run RSOP but I am at a remote location and I believe the computer went into standby (because the lid is closed) and I don't believe WOL is configured. Sorry, will work on that too.
However if I recall, when I run RSOP from my Vista managment box, it also reports everything was successful. But if I run RSOP.MSC on the XP laptop, it does not report on preferences(sections not listed in the MMC), only policies.
I will obtain the report in the morning, upload it and post the address.

To me it looks as though the settings were applied. But when I visit the workstation the power options are still at the default instead of the "Do nothing" that I'm trying to configure them to be.

Thank you for update. However, please check the SkyDrive link, I cannot download the file.
I could deploy Power Options to Windows XP SP3 clients on my test machines using GPP->Power Options. The "remove this item when it is no longer applied" option is grayed out appear on my DC and it seems normal.
Please make sure the permission of the file and Registry key are correct on clients. You could enforce these permission settings by Group Policy.
a)%SystemRoot%\system32\powercfg.cpl file
b)MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Controls Folder\PowerCfg
c)USERS\.DEFAULT\Control Panel\PowerCfg registry permission

I have addressed and confirmed the file and permission settings. I set them with the same ploicy and hopefully you can see that in the link above under the windows setting-security settings.
I did notice that you mention XP SP3. I am using XP SP2, with IE7 and the CSE installed. Is SP3 needed?

Still cannot find the cause of this problem. If possible, please try to update your clients to SP3 and install the following update to test.

I did update to SP3, applied the hotfix you suggested, rebooted and did a gpudate/force. The power option preferences still are not applying, even though they appear applied in RSOP MMC.

Sorry for the delay. Could the Power Options policy apply to Administrator users? Please test and let us know the result.
If it applies to Administrator, please export the following Registry Key:
1. MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Controls Folder\PowerCfg
2. USERS\.DEFAULT\Control Panel\PowerCfg
Log on a normal problematic user account, try to export above Registry key too.
Please upload above exported files to SkyDrive to test. Also, capture a screenshot of the Power Options that indicates the Power Options are not applied, upload to Sky Drive.

Thanks a ton for your help. I have opened a support case with Microsoft. I need this working sooner than later. You have been a tremendous help and I appreciate the time you put into this with me. I'd be happy to export the keys still and see what you say, if your still interested.
So far with Microsoft we have found the same things you have.
RSOP, GPresult and GP logging and tracing all report the policy is applied, yet viewing the setting on the workstation(laptop) the settings are not consistant. However I deleted the user.log file to capture a fresh log for MS, now he file is not getting recreated or updated while the computer.log file continues to get updated???
Some inconsistencies:
1)Scheme seems to apply when logging on locally, however not applied when logging in thru terminal services or remote desktop. When applied to user configuration side
2)Scheme does not apply when applied to only computer configuration side.
3)Power options seem to never get set under either configuration.
4)local administrator rights does not seem to effect policy processing. When applied to user side it appears to get applied to all users, but power options do not.
Hopefully the files system and registry keys I set from http://support.microsoft.com/kb/915160 are allowing the settings for non-admins.
The latest configuration suggestion was to enable policy on both user and computer configurations, apply policy to computer OU, enable loopback. I also enabled "always wait for the network' but it still seems to take a second log in before the scheme is applied. The goal is to keep laptops from going to sleep. It happens at such a random interval I can't figure out if its the PC refreshing something a triggering either the scheme "sleep/suspend after 30 minues on batteries/ never when plugged in" or power options Action on close lid - sleep standby. I'm sure one of those two is triggered as the laptops do go to sleep.
Since the scheme seems to get applied, I am watching it for a few days. If the laptop goes to sleep then I will assume it the option portion of the policy and need to get more aggressive. However if they no longer go to sleep, I will assume its the scheme side and increase the sleep/stand by time on batteries and forget about the power options side.

Thank you for update. Regarding the user.log and computer.log, you may try to rename it to another name manually in Logging and Tracing policy.

It does not seem that local admin rights are needed, but configuring the settings in both the user and computer configuration and enabling loopback seems to be the answer for applying to a OU that only holds computer accounts.

Glad to hear the problem has been resolved.
Loopback is very helpful feature that enable User Configuration for GPO that applies to only Computer accounts. It overcomes the limitation that "User Configuration" of GPO for computer OU doesn’t take effect.
