Server 2012 IEM GPO Replacement

So having just discovered that IEM is no longer available in server 2012 GPO I started to wonder about existing settings and existing GPOs that use the IEM.

One of the things I liked was the ability to set up IE how I wanted and being able to import those settings into a gpo is there any way to do this in server 2012 Group Policy Preferences?

Is there a way to convert (maybe not best description) a gpo that uses IEM to new Group Policy Preferences. Pretty sure the answer will be no but always worth an ask.

If I add settings Under User Configuration>Preferences>Control Panel Settings do they simply merge with a users existing settings? And would this still be the case with a mixed method approach. What I mean by that is if I have some settings from IEM in one GPO and then add some additional settings using Group Policy Preferences will the end result be a combination of existing user settings + IEM + GPO or something else?

Yes, that's a thing to wonder about ;-)

Pretty sure, yes: The answer is no.

They will merge. GPP Internet will overwrite IEM if conflicting settings
    exist.

NO THEY ARE NOT EVIL, if you know what you are doing: Good or bad GPOs?
