QuestionGroup Policy not applying on wireless connections after 1st Login

We have laptop users that are attempting to login using only a wireless connection, howerver it appears the gp and scripts that we have in place were not running.  So we added the registry key: GpNetworkStartTimeoutPolicyValue described here, I placed the key in both spots they advised.  The only difference is the PC is running SP3(needed for wpa2) instead of SP2 or 1 as the article describes.  After a restart the computers and user recieve the scripts and gp that is needed, however if the user logs out, and he or someone else logs onto  the pc, the scripts do not run.  Meaning the users are required to restart everytime the need have to log out so the next time they login in the gp and scripts run.

Is there a way to fix this without modifying the GPO, so I can't change the Group Policy Opjects for Disable Fast login, enable over slow links, or apply GP regardless of changes ?

It doesn't matter, I have used several different values. It all works but only on 1st login after a reboot.  If a user logs off and then logs back in, it doesn't work.

Question:  Does this fix worht with WPA2?
