Ho to deploy a custom "visually enhanced" legal notice to our workstations using Group Policy

We would like to deploy a custom legal notice to our workstations using Group Policy. I have found this article on TechNet - "Deploying Legal Notices to domain computers using Group Policy":
This is a good start however we need to visually “enhance” this notice. By enhance I mean using different backgrounds, font styles, colours and sizes. Ideally would be nice to put company logo on it.
Can this “enhanced” version of legal notice be done on Windows 2008 R2 Active Directory domain with Group Policy? If yes, how do you do this? Maybe I need to look at third-party programs which can do this job easily?! Can you recommend any of those tools please?

I am afraid that there is no built-in Group Policy can deploy such a custom visually enhanced legal notice.
I read a script on the blog you provided above, you may check if scripts can achieve your goal. If you encounter any difficulties when customizing the scripts, you may submit a new question in The Official Scripting Guys Forum! which is a best resource for scripting related issues.
