DESKTOP WALLPAPER GPO IS NOT WORKING WITH WINDOWS XP CLIENTS, FINE WITH WINDOWS 7

Dear All,
In my company we have Windows 2008 Enterprise 64 bit Domain controller with Win XP and Win 7 clients. I tried to work with Group policy in my domain for customizing all user's desktop wallpapper to a common one. The policy is only working with Win 7 , not work with my Win XP clients. In Windows XP i can see my deployed desktop wallpapper only at the time of log on and log off for a second. Then it's automatically changing to a white background.
The steps that i have done in my Domain Controller is below:
1. After creating Group policy Right click and Edit
Under User Configuation -> Policies -> Administative Templates -> Desktop -> Desktop -> Double click " Desktop Wallpapaer "
Enabled - enable this radio button
\\Server name\share\wallpaper.jpg - specify the path of shared image that i need to make it as Desktop background. (It's located in a shared folder inside the DC itself )
Change Wallpaper style to " Fill "
Apply -> Ok
Now i feel like the group policy is ready to deploy. Next i done some changes in personalization settings. For that i navigate to
Under User Configuation -> Policies -> Administative Templates -> Control Panel -> Personalization -> Prevent changing desktop background
Enable - enable this radio button ( To prohibit users from changing the background )
2. Close Group Policy Management Editor Window
3. Run " gpupdate /force " in DC.
4. In clients i also run the command " gpupdate /force ". Then restart or Log off.
Now my desktop background is changed in my Win 7 clients. Problem with Win XP only. Please help me to sort out this issue .

Hi,
Please check the setting "Enable Active Desktop" is set to Enable. The setting will be available on below path
User Configuation -> Policies -> Administative Templates ->Desktop ->Active Desktop

Hi,
Change the Wallpaer Style to "Stretch" or "Center", then run "gpupdate /force", check if it works on Windows XP clients.

First conform the policies is applied or not.
