GP Refresh Interval Not Updating Settings - Gpupdate /force does

We have a GPO where settings will change when GPUpdate /force is used. If the PC will not change these settings during the regular interval.
The settings is:User Configuration\Policies\Windows Settings\Internet Explorer Maintenance\URLs/Important URLs = Home page URL
If we change our home page to something different, the regular interval won't change it back to what the GPO has set. Running GPupdate /force will set it back.
Any ideas???

Yes, stop using IEM (Internet Explorer Maintenance).

I've looked at that option, but we are running mostly IE 9 which is not an option. IE 10 has also just been release apparently. Our server admin hasn't had time to install the admx file yet either and probably won't anytime soon.
So are we basically SOL then?

GPP will also work for IE 9:

There is no need for ADMX files for GPP.

Also, I will note that the behavior your seeing with IE Maintenance policy is expected--or rather normal. This is one reason this CSE has been deprecated in Windows 8 ( well deprecated implies its still there but going away and it's not even there in Windows 8!). One thing you can do, if you don't opt for Matthias' suggestion to use GP Preferences, is to set the IE Maintenance CSE to always refresh, even if nothing has changed. This should be the equivalent of a gpupdate /force, but just for this CSE. To enable that, enable the per-computer policy at Computer Configuration\Policies\Administrative Templates\System\Group Policy\Internet Explorer Maintenance policy processing and check the "Process even if the Group Policy objects have not changed" option. Then target that setting at all systems where you need to enforce this.

Friday, April 26, 2013 2:38 PMWas CSE deprecated in Windows 7 as well? If so at what hotfix or patch? We are having this problem on both Windows 7 clients and Windows 2008 R2 servers.
